Kunibert Raffer is an Associate Professor at the Department of Economics, University of Vienna, Honorary Professor of the Universidad Nacional de Rio Negro (Argentina), Senior Associate of the New Economics Foundation, and a member of the Study Group on Sovereign Insolvency of the International Law Association. He was consultant to UNIDO, the UNDP, the G24, and the OPEC Fund, visiting professor at the Universities of Innsbruck, Klagenfurt, the Universidad Complutense de Madrid, and he has lectured at UNITAR since 2008. From 1990 to 1993 he was Honorary Research Fellow at the Department of Commerce, University of Birmingham (UK). In 1989 he was Visiting Fellow at the Institute of Development Studies, Sussex, invited by Sir Hans (H.W.) Singer, with whom he co-authored two books. The Raffer Proposal (adapting US Chapter 9 insolvency to sovereigns) has been propagated globally by NGOs under the name Fair, Transparent Arbitration Process (FTAP).
I work on sovereign debts including solutions to a sovereign debt overhang, trade, international financial institutions and the Millennium Development Goals. Due to the present Eurcrisis I am focusing in particular on Greece at the moment.
